For much of this time she ruled alongside her husband, King Philip II of Spain, forming a co-monarchy that put England at the heart of early modern Europe. In this book, Alexander Samson presents a bold reassessment of Mary and Philip's reign, rescuing them from the neglect they have suffered at the hands of generations of historians. The co-monarchy of Mary I and Philip II put England at the heart of early modern Europe. This positive reassessment of their joint reign counters a series of parochial, misogynist and anti-Catholic assumptions, correcting the many myths that have grown up around the marriage and explaining the reasons for its persistent marginalisation in the historiography of sixteenth-century England. Using new archival discoveries and original sources, the book argues for Mary as a great Catholic queen, while fleshing out Philip's important contributions as king of England.

        Resources for agricultural science are scarce across the world. Yet even as resources are shrinking, agricultural science has expanded its inquiry into many new areas - such as environmental preservation, food quality, and rural development - without forsaking its more traditional concerns. In a time of tight government budgets, research administrators are faced with the need to provide strong evidence that costs are justified by benefits. Science under Scarcity is an invaluable guide to the theory and methods necessary for evaluating research in agriculture and for setting priorities for resource allocation. Although economists have made significant progress in developing more sophisticated methods for research evaluation and priority setting, many research analysts and administrators do not have a working knowledge of those practices. Without the assistance of formal economic analysis it is particularly difficult to assess the social value of new technologies or to make informed judgements about the trade-offs that are involved in allocation decisions. Addressing that knowledge gap, this book reviews, synthesizes, and extends such methods as economic surplus analysis, econometric techniques, mathematical programming procedures, and scoring models. It discusses these practices in the context of scientific policy, describes their conceptual foundations, and explains how to do them.Originally published in 1995 in hardcover by Cornell University Press, it is now reissued in paperback by CAB INTERNATIONAL.

Anhand von weiteren Überlegungen zur Immunität von Abgeordneten, zur Öffentlichkeit parlamentarischer Verhandlungen und zur Frage, warum in George W. Bushs Wagenkolonne stets mehrere baugleiche Cadillacs fahren, kommt er zu dem Ergebnis, daß in der modernen Demokratie das staatstheoretische Gedankengut des Mittelalters überlebt.

        Die Politische Ökonomie des Populismus

        Populismus ist ein vielgestaltiges Phänomen. Mal ist er rechts, mal links; mal artikuliert er Protest gegen offene Märkte, mal wendet er sich gegen Migration. Auch in der geografischen Verteilung zeigt er sich variantenreich: In Südeuropa dominiert der Links-, in Nordeuropa der Rechtspopulismus. Philip Manow entwickelt eine vergleichende Erklärung für dieses zunächst widersprüchlich erscheinende Bild. Den Ausgangspunkt bilden die jeweiligen wirtschaftlichen Wachstumsmodelle, die Verfasstheit von Arbeitsmarkt und Sozialstaat, kurz die jeweiligen Politischen Ökonomien. Es zeigt sich: Wer vom Populismus reden will, aber vom Kapitalismus nicht, landet immer nur bei Identitätspolitik – und wird dann unweigerlich selbst Partei im Streit.

        (Ent-)Demokratisierung der Demokratie

        Demokratie gegen Demokratie – illiberale gegen liberale, direkte gegen repräsentative Demokratie, vielleicht sogar »the people vs. democracy«? Es scheint, die Demokratie war noch nie so unumstritten wie heute, während zugleich noch nie so umstritten war, was aus ihr folgt. Jeder tritt in ihrem Namen an und beschuldigt den Gegner, ein Gegner der Demokratie zu sein. Der Demokratie droht heute nur noch Gefahr von ihr selbst. Unsere Lage, so die These Philip Manows, ist von der gleichzeitigen Demokratisierung und Ent-Demokratisierung der Demokratie gekennzeichnet: Es ist die drastische Ausweitung von Partizipationschancen, die im Zentrum der Krise politischer Repräsentation steht. Diese Krise aber transformiert den Streit in der Demokratie zu einem Streit über die Demokratie – der ist jedoch demokratisch nicht zu führen.
