Auf der anderen Seite: Läßt sich die These, Streit sei mangels universell akzeptierbarer Schlichtungsregeln unaufhebbar, widerspruchsfrei, d. h. ohne Erhebung von Geltungsansprüchen, durchführen? Fragen, an deren Beantwortung sich entscheidet, ob wir – wie Lyotard glaubt – den Deutungsreserven »des Abendlandes« (in seiner letzten Ausprägung als »Moderne«) unwiderruflich entwachsen sind oder ob die Moderne – wie Habermas annimmt – das Zeug dazu hat , ihre Lernfähigkeit bis zur Selbstkritik zu steigern.

        Die Anerkennung des Phänomens eines Vorsorgestaates erzwingt eine neue Analyse der Moderne, die denjenigen Untersuchungen widerspricht, die in der zunehmenden Technisierung der Welt und einem damit einhergehenden Sinnverlust ein Überhandnehmen des Nihilismus zu erkennen glauben. Die Perspektive, die der französische Philosoph François Ewald in diesem Band einnimmt, eröffnet einen völlig neuen Blick auf die Entwicklung des modernen Staates. Dies geschieht im Sinne einer Beschreibung sogenannter »Praktiken der Verantwortung«. Anhand der genauen Rekonstruktion eines Perspektivenwandels auf den »Arbeitsunfall« zeigt Ewald, wie die Kategorie des Risikos zu Beginn des 19. Jahrhunderts zu einer politischen wird. Dieser Wandel hat schließlich die Gründung einer Reihe von Versicherungen und Versicherungsanstalten zur Folge. Diese Veränderungen sind bisher immer als Geburt des Wohlfahrtsstaates beschrieben worden. Ewald zeigt dagegen, daß es sinnvoll ist, sie unter dem Begriff des »Vorsorgestaates« zu fassen. Die Analyse, die von Ewald hier vorgeführt wird, wirft ein vollkommen neues Licht auf philosophische wie auch rechtssoziologische Themen und Methoden – und das alles unter Foucaultscher Perspektive. Die Ausarbeitung des Modells eines Vorsorgestaates muß deswegen als Manifest einer neuen Rechtsphilosophie gelesen werden.

The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost fifteen years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary.The case-studies presented here offer a re-assessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

        Illustrations of Quarantine Pests for Europe

        This book is a companion volume to Quarantine Pests for Europe, published originally in 1992 by the European and Mediterranean Plant Protection Organization (EPPO) and CAB INTERNATIONAL (CABI) for the European Union. The previous book provides information on identity, hosts, geographical distribution, biology, detection and identification, means of movement and dispersal, pest significance, phytosanitary measures and a bibliography for all the quarantine pests listed by EPPO and the European Union, but does not contain any illustrations. A second edition of Quarantine Pests for Europe will be published at the end of 1996. The present book contains approximately 400 colour illustrations, most of them new in relation to the very first illustrations of the EPPO Data Sheets which appeared in Bulletin OEPP/EPPO Bulletin in the 1980s. The book covers most of the quarantine pests listed by EPPO and the European Union, including those which have been added to the quarantine lists since 1992. Thus it will be compatible with the second edition of the volume of text data sheets. The quarantine pests concerned are either not present in the Euro-Mediterranean region, or only present to a limited extent and submitted to official control measures. The sequence of presentation is as for the text volume, i.e. insects, nematodes, fungi, bacteria, viruses, parasitic plants. Within each chapter, the pest illustrations appear in alphabetical order. An index including scientific names and synonyms is included at the end of the book. Accompanying text is presented in both English and French. Although it has not been possible to illustrate every listed quarantine pest, this book provides a unique collection that will help phytosanitary inspectors, plant health officers, and others working in the field of plant quarantine, or plant protection in general, to recognize and identify quarantine pests. The book is published by EPPO in association with CABI, and is available for sale exclusively through CABI.

        Children of the World Illustrate the Bible It all began when we were looking forward to the fiftieth year Jubilee of the State of Israel. We were looking for a way, something unconventional, to bring Israel to the attention of hundreds of millions of people throughout the world. And so we came up with the idea, rather self-evident: The Bible. The Book of Books, which speaks to each and every one in dozens of countries and countless cultures. We asked ourselves: Who will bring this message? And then the idea came up: A worldwide competition among children to draw the stories of the Bible. We did not limit the subjects. Anything would be accepted as long as it was in line with the stories of the Bible. And wonder of wonders: Just like a fire in a field of thorns, the message went from country to country, from city to city, from school to school, from family to family: The children of the world are drawing the Bible. And the project reached 91 countries. Hundreds of thousands of drawings reached us. Only a handful of the thousands are brought in this album, which is the first in the series of titles flowing from the illustrations that were sent to Israel and were chosen by our staff of curators. And indeed from this handful we can already see their uniqueness. We all know the stories of the Bible, but here they materialize before our very eyes. As the children from five continents described them in their imagination, it seems that even the authors of the Bible themselves would not believe how alive and full were their heroes, as depicted with the brushes of these little children. Not only did we find a drawing of a story, but also a wide rainbow of emotions, notions, beliefs and outlooks of the world. And above all: Personal expression and riveting exposition without filters, analysis or criticism. We conducted the project throughout the world for three years, and at the end, when the thousands of drawings began streaming to the country, we were astounded by this enormous and absorbing crop. We could not avoid falling captives to the charm, strength of expression and intensity of experience that flowed from these drawings. It seems that thanks to the remarkable coming to the rescue by the children of the world, the stories of the Bible won an inspiring, artistic revival.
