Michael Zürn, geboren 1959, ist Direktor der Abteilung »Global Governance« am Wissenschaftszentrum Berlin und Professor für Internationale Beziehungen an der Freien Universität. Ulrich Beck ist einer der weltweit anerkannten Soziologen. Sein 1986 erstmals veröffentlichtes Buch Risikogesellschaft. Auf dem Weg in eine andere Moderne brachte ein neues Zeitalter auf den Begriff. Dieses Konzept machte ihn international und weit über akademische Kreise hinaus bekannt. Zwanzig Jahre später erneuerte und erweiterte er seine Zeitdiagnostik in Weltrisikogesellschaft. Auf der Suche nach der verlorenen Sicherheit im Zeichen von Terrorismus, Klimakatastrophen und Finanzkrisen. Er war zwischen 1997 und 2002 Herausgeber der Reihe Edition Zweite Moderne im Suhrkamp Verlag. Zwischen 1992 und 2009 war Beck Professor für Soziologie an der Ludwig-Maximilians-Universität München. Von 1999 bis 2009 fungierte Ulrich Beck als Sprecher des von der Deutschen Forschungsgemeinschaft finanzierten Sonderforschungsbereichs Reflexive Modernisierung. Vom Europäischen Forschungsrat wurde Ulrich Beck 2012 ein Projekt zum Thema Methodologischer Kosmopolitismus am Beispiel des Klimawandels mit fünfjähriger Laufzeit bewilligt. Beim Weltkongress für Soziologie 2014 in Yokohama erhielt Ulrich Beck den Lifetime Achievement Award – For Most Distinguished Contribution to Futures Research der International Sociological Association. Ulrich Beck wurde am 15. Mai 1944 in Stolp in Hinterpommern geboren. Nach seinem Studium der Soziologie, Philosophie, Psychologie und Politikwissenschaft in München promovierte er dort im Jahr 1972. Sieben Jahre später wurde er im Fach Soziologie habilitiert. Sein wissenschaftliches Hauptinteresse galt dem Grundlagenwandel moderner Gesellschaften. Diese grundlegenden Veränderungen faßte er, neben dem Begriff des Risikos, unter anderem mit Konzepten wie Reflexiver Modernisierung, Zweite Moderne, unbeabsichtigte Nebenfolgen und Kosmopolitismus. Ihm wurden mehrere Ehrendoktorwürden europäischer Universitäten und zahlreiche Preise verliehen. Er starb am 1. Januar 2015.

Reform, Zurückdrängung, Abschaffung, Auflösung – wie geht es weiter mit dem Staat? Wie ist es um seine demokratische Legitimation, die Rechtsstaatlichkeit in Zukunft bestellt? Kann er seine klassischen Aufgaben, Sicherheit im Innern und nach außen, Garantie sozialer Gerechtigkeit, noch erfüllen? Diese Fragen machen deutlich: Angelegenheiten des angeblich bürgerfernen Staates treffen in das Zentrum des Alltags des einzelnen. Von A wie Abfall bis Z wie Zulassung von Fahrzeugen, von äußerer Sicherheit und Krieg über Verbrechensbekämpfung und Terrorabwehr zu Nahverkehr und Autobahn und Verbraucher- oder Umweltschutz – der Staat gilt als all- und endverantwortlich. In seinem 'Goldenen Zeitalter' in den sechziger Jahren des 20.Jahrhunderts vermochte er diese Aufgaben als souveräner Nationalstaat mit unangetasteter Legitimität zu bewältigen. Das ist heute nicht mehr der Fall. Es entsteht zwar weder ein Weltstaat, noch wird das Gewaltmonopol zum Privateigentum. Aber der Staat zerfasert unübersehbar: Einzelne Funktionen werden an internationale Organisationen abgegeben, wieder andere an Unternehmen. Die Diagnose der Gegenwart und eine empirisch fundierte Prognose der Zukunft des Staates sind das Anliegen der neun Untersuchungen, die zu der Schlußfolgerung gelangen: Wir werden eine Vielzahl von einschneidenden Transformationen erleben, und es stellt sich die Frage, ob man den Staat der Zukunft überhaupt noch Staat nennen kann.

Die Analysen und Hypothesen dieses Buches macht die Politisierung der internationalen Institutionen – insbesondere der EU – erfaßbar und verständlich. Seit dem Zusammenbruch der US-amerikanischen Großbank Lehmann Brothers im September 2008 – dem Beginn der Finanzkrise – erleben wir eine umfassende Politisierung der internationalen Finanzpolitik und der sie tragenden politischen Institutionen. Dies gilt vor allem für die europäischen Einrichtungen – und mithin auch auf die EU als Ganzes. Als Resultat wird das politische Europa – und zwar sowohl die europäischen Institutionen als auch die Funktionsweise der Mitgliedsstaaten – ein anderes sein als zuvor: Die Politisierung europäischer Institutionen macht das Geschäft für die politisch Handelnden in vielerlei Hinsicht schwieriger; sie ist aber auch eine große Chance, Europa das politische und legitimatorische Fundament zu gebe, das es benötigt.
