        Gewerkschaften in der Krise

        Die Anpassung der deutschen Gewerkschaften an neue Weltmarktbedingungen

        Seit Beginn der siebziger Jahre und verstärkt seit der ökonomischen Stagnationskrise 1974/75 werden Verantwortungsbewußtsein sowie Ordnungs- und Integrationsleistung der deutschen Gewerkschaften für die gesellschaftliche Entwicklung der Bundesrepublik Deutschland wesentlich kontroverser beurteilt als in den zwanzig Jahren zuvor. Für Konservative sind maßlose tarif- und sozialpolitische Forderungen, zunehmende Streikmilitanz, ungezügeltes Machtstreben bzw. Mißbrauch gesellschaftlicher Macht (Gewerkschaftsstaat) zentrale Ursache für die ökonomische Krise und die zunehmende Unregierbarkeit. Liberale und Sozialdemokraten befürchten und Linke hoffen, die Lohnabhängigen und ihre Gewerkschaften würden die negativen sozialen Folgen der von den Unternehmen betriebenen Anpassungsstrategien zur Erhaltung ihrer Spitzenposition auf dem Weltmarkt nicht stillschweigend hinnehmen und den jahrzehntelangen sozialen Konsens aufkündigen. Diese Diskussion gewinnt zu Beginn der achtziger Jahre zusätzliches Gewicht, weil weltweit mit zunehmenden Rezessionsgefahren, hohen Inflationsraten und verschärften Verteilungskämpfen gerecht werden muss. Auf der Basis theoretischer Überlegungen und empirischer Fallstudien belegt die Untersuchung von J. Esser dagegen die These, daß die in der Bundesrepublik traditionell vorhandene Kooperation von Staat, Unternehmen und Gewerkschaften sich seit der Krise noch verstärkt hat, daß alle Akteure in einem korporatistischen Block zur Modernisierung der Volkswirtschaft vereint sind. Die darin angelegte Ausgrenzung sozialer Gruppen/Individuen aus dem Wirtschaftsprozeß wirft freilich die Frage auf, ob die Gewerkschaften damit nicht längerfristig auf eine Krise ihrer Integrationsfähigkeit und die Gefährdung eigener Kampfstärke und organisatorischer Stabilität zusteuern.

Their past opposes them, their present also keeps them apart: she struggles with paperwork in the filthy workshop next to her house, and he enjoys his job as a guide for the Louvre Museum. As the plague takes its toll, an unexpected reconciliation gradually takes place.Their relationships with their loved ones also change. A couple of overworked caregivers, a distraught garage owner, and an emotional fortune teller experience with them the shock that the plague imposes on human relationships.

Her research reveals a swamp of corruption, nepotism, fraud and jealousy, which draws not only Marius into a whirlpool of unforeseen events.
