Por desgracia no hemos conocido hasta ahora cómo pudo envejecer el Aviador conviviendo con su ausencia. ¿Qué no daría él para volver a encontrarlo? ¿Se resignó a dejarlo partir? ¿Encontró la manera de llegar hasta su Rosa? Por todo ello, confluyendo con el 75 aniversario de la obra original, El Aviador continúa el relato para mostrarnos de qué manera quedó desolado el París postbélico. Frente a los contornos de Notre Dame y con el fuego extinto de los bombarderos, regresa hasta nosotros la pregunta más difícil de responder: ¿quién soy? Y eso supone contestar de manera indirecta a otra cuestión crucial: ¿quién es para nosotros el Principito? Las preguntas que no respondemos terminan siempre por regresar hasta nosotros. Por eso El Aviador es una epopeya nostálgica que, a través de una mirada tamizada por los últimos ecos del surrealismo, reinterpreta el sonido de las estrellas. El autor asume el reto de hacerte sentir el vértigo creativo que te contagió tu primera lectura de El Principito. Esta es, por tanto y tal vez, la segunda parte que Saint-Exupéry no pudo escribir. No en vano, viene salpimentada por su vida y de su angustia.

        Effectiveness of Air Force Science and Technology Program Changes

        Under mandate of Section 253, Study and Report on Effectiveness of Air Force Science and Technology Program Changes, of the Fiscal Year 2002 National Defense Authorization Act, the U.S. Air Force contracted with the National Research Council (NRC) to conduct the present study. In response, the NRC established the Committee on Review of the Effectiveness of Air Force Science and Technology Program Changes-composed of academics, active and retired industry executives, former Air Force and Department of Defense (DoD) civilian executives, and retired general officers with acquisition and science and technology (S&T) backgrounds. The committee was to review the effectiveness of the Air Force S&T program and, in particular, the actions that the Air Force has taken to improve the management of the program in recent years in response to concerns voiced in numerous study reports and by Congress. The committee's principal charter was to assess whether, as a whole, the changes put in place by the Air Force since 1999 are sufficient to assure that adequate technology will be available to ensure U.S. military superiority. The committee conducted four open meetings to collect information from the Air Force and its Scientific Advisory Board (SAB), the U.S Navy, the U.S. Army, and DoD. A great many factors influence any judgment of the S&T program's sufficiency in supporting future warfighter needs; these factors include threat assessment, budget constraints, technology opportunities, workforce, and program content. Given the relatively short time available for this study and considering the detailed reviews conducted annually by the SAB, the technical content of the S&T program was necessarily beyond the committee's purview. Rather, the committee focused on S&T management, including areas that have been studied many times, in depth, by previous advisory groups. Besides addressing technical content, those prior studies and congressional concerns highlighted four overarching S&T issues: advocacy and visibility, planning, workforce, and investment levels. In response, the Air Force instituted changes in S&T management. The NRC is requested to conduct a study to determine how changes to the Air Force science and technology program implemented during the past two years affect the future capabilities of the Air Force. Effectiveness of Air Force Science and Technology Program Changes reviews and assess whether such changes as a whole are sufficient to ensure the following: A. That concerns about the management of the science and technology program that have been raised by the Congress, the Defense Science Board, the Air Force Scientific Advisory Board, and the Air Force Association have been adequately addressed. B. That appropriate and sufficient technology is available to ensure the military superiority of the United States and counter future high-risk threats. C. That the science and technology investments are balanced to meet near-, mid-, and long-term needs of the Air Force. D. That the Air Force organizational structure provides for a sufficiently senior level advocate of science and technology to ensure an ongoing, effective presence of the science and technology community during the budget and planning process. This report also assess the specific changes to the Air Force science and technology program as whether the biannual science and technology summits provide sufficient visibility into, and understanding and appreciation of, the value of the science and technology program to the senior level of Air Force budget and policy decision makers.

        El don de saber estar

        Isabel del Castillo Arista (1890-1932) y su prima Antonia López Arista son las dos únicas personas que, en el Libro Registro de Asociadas de la Institución Teresiana, consta que “desde su fundación” acompañaron a san Pedro Poveda en el proceso constitutivo de esta Obra. A la muerte de Antonia (1918), Isabel fue miembro del Directorio de la Institución; desde 1922, Vicedirectora general y, a partir de 1928, también Administradora general, actividad que venía ejerciendo desde hacía algunos años, además de estar siempre dispuesta a salir al paso de cualquier necesidad.Isabel sabía estar. Le tocó ejercer serias responsabilidades; establecer múltiples relaciones en la Institución Teresiana, la Iglesia y la sociedad civil. Pero supo estar sin hacer sombra a nadie y sin atribuirse logros ni escatimar esfuerzos. Tuvo que armonizar a muchas personas, requerir lo mejor a cada una, gestionar las sedes de las actividades y, en suma, construir desde dentro la Institución Teresiana. Esta fue la aportación a la historia de la figura serena, simpática, entrañable y cordial de Isabel del Castillo.

        Assessing the Human Health Risks of Trichloroethylene

        Trichloroethylene is a chlorinated solvent widely used as a degreasing agent in industrial and manufacturing settings. It is also used as a chemical intermediate in making other chemicals and is a component of products such as typewriter correction fluid, paint removers, adhesives, and spot removers. In 2001, EPA issued a draft health risk assessment and proposed exposure standards for trichloroethylene. PA's Scientific Advisory Board (SAB) reviewed the draft and it was issued for public comment. A number of scientific issues were raised during the course of these reviews. Assessing the Human Health Risks of Trichloroethylene identifies and assesses the key scientific issues relevant to analyzing the human health risks of trichloroethylene, considering pertinent toxicologic, epidemiologic, population susceptibility, and other available information, including relevant published scientific literature, EPA's 2001 draft health risk assessment of trichloroethylene, scientific and technical comments received by EPA from public and private sources, and additional relevant information to be provided by the sponsoring agencies. This report highlights issues critical to the development of an objective, realistic, and scientifically balanced trichloroethylene health risk assessment. Guidance for hazard characterization of trichloroethylene is presented in Chapters 2 through 10. Chapter 2 provides guidance for evaluating large sets of epidemiologic data. In Chapter 3, the committee applies this guidance as an example in its evaluation of the epidemiologic data on trichloroethylene and kidney cancer, and this example should help guide evaluations of other cancer risks. Chapter 3 also assesses new information on the kidney toxicity of trichloroethylene and its metabolites and potential modes of action. Chapters 4, 5, 6, 7, and 8 evaluate the key issues regarding liver toxicity and cancer, reproductive and developmental toxicity, neurotoxicity, respiratory tract toxicity and cancer, and immunotoxicity, respectively. However, the committee's review focused on mode-of-action information to understand how trichloroethylene might affect certain processes differently in different species. Chapter 9 discusses susceptibility to trichloroethylene and its metabolites, and Chapter 10 describes important factors in considering trichloroethylene in mixtures. Physiologically based pharmacokinetic models are evaluated in Chapter 11, and guidance is provided on future directions for model development. Finally, Chapter 12 considers issues related to dose-response assessment and quantitative assessment of risk.

Los quince ensayos aquí contenidos abarcan temas que nos han fascinado desde hace mucho tiempo, como son el origen de la vida en la Tierra, la evolución biológica, la situación de nuestro planeta en el espacio, la microbiota, la inteligencia animal, la naturaleza de los virus, y también la teoría de la relatividad y los agujeros (hoyos) negros. Si bien son escritos con un estilo científico, estos ensayos están destinados a todo tipo de lector cuyo interés sea profundizar su comprensión de la realidad y de las curiosidades del mundo en que vivimos. Si no lo sabía ya, el lector verá que no ha sido fácil alcanzar la comprensión de la realidad de la que disponemos hoy. Históricamente, las instituciones humanas tienen tendencia a dar explicaciones de lo que no entienden aún y a preservarlas; mientras que la ciencia, por definición, es iconoclasta e innovadora.

        A pesar de la frecuencia con la que muchas personas escuchan mencionar a Juan Bautista en las liturgias y otras celebraciones, su figura permanece siendo un tanto desconocida o resulta enigmática. Sin embargo, su importancia en el Nuevo Testamento es incuestionable. Jesús le dedica el mayor halago que persona alguna haya recibido: "Les aseguro que, entre los nacidos de mujer, no ha aparecido uno mayor que Juan el Bautista…" (Mt 11,11); y el historiador Flavio Josefo emplea más espacio en el Bautista que en el propio Jesús. Pero, ¿quién fue verdaderamente Juan? ¿Fueron él y Jesús primos, como popularmente se dice, o solo parientes, como expresamente indica el evangelio de Lucas (1,36)? ¿Por qué se dejó bautizar Jesús por Juan con "un bautismo para el perdón de los pecados" (Mc 1,4) si él no tenía pecado? El presente estudio aborda estas y muchas otras interrogantes de carácter histórico pero también teológico sobre Juan Bautista, todavía hoy venerado en numerosos templos y liturgias alrededor del mundo como "el amigo del novio" (Jn 3,29).   Despite the frequency with which many people listen to the mention of John the Baptist in liturgies and other celebrations, his figure remains largely unknown or proves enigmatic. Nevertheless, his importance in the New Testament is unquestionable. Jesus dedicates to him the highest praise anyone has ever been given: “Truly I tell you, among those born of women there has not risen anyone greater than John the Baptist…” (Matthew 11:11); and the historian Flavius Josephus dedicates more space in the Baptist than in Jesus himself. But who really was John? Were he and Jesus cousins, as it is popularly said, or just relatives, as the Gospel of Luke 1:36) clearly states? Why did Jesus allow himself to be baptised by John with “a baptism for the forgiveness of sins” (Mark 1:4) if he was free from sin?
