        Resolving the Pakistan- Afghanistan Stalemate

        The United States Institute of Peace has been working on the stabilization and reconstruction of Afghanistan since 2002. Institute initiatives focus on security, the rule of law, conflict resolution, building civil society, and education in Afghanistan and Afghanistan’s relations with its neighbors. The Institute’s Afghanistan Working Group, chaired by Dr. Barnett R. Rubin, is composed of government officials and nongovernmental organizations that discuss critical issues facing Afghanistan with top experts and policymakers and work directly to help the Afghan people build a peaceful and prosperous society. The idea for this report started with discussions by Barnett Rubin with delegates to the Afghan constitutional Loya Jirga, President Hamid Karzai, and journalist Ahmed Rashid in December 2003. In spring and summer 2004 Abubakar Siddique conducted field work on the current positions of the diverse stakeholders in this complex region. During subsequent trips the coauthors carried out additional research, most recently in July–August 2006, when Rubin visited Afghanistan and Siddique visited Pakistan. Grants from the Rockefeller Foundation, the Open Society Institute, the Royal Government of Norway, and the Government of the United Kingdom supported the research. The authors gratefully acknowledge the assistance of Afrasiab Khattak and Ahmed Rashid in Pakistan and Omar Zakhilwal, Rasul Amin, Hamed Wardak, and Humayun Hamidzada in Afghanistan. They also thank many anonymous informants and commentators from Pakistan, Afghanistan, and the United States. Ahmed Rashid, Marvin Weinbaum, and Sebastien Trives reviewed earlier drafts.

Mansur, der sein Geld mit dem Bau ganzer Städte verdient, beschließt, das Problem auf seine Art anzugehen: In einem heruntergekommenen Dorf in Mecklenburg-Vorpommern beginnt er, Flüchtlinge anzusiedeln und für den deutschen Arbeitsmarkt zu qualifizieren. Doch das ambitionierte Unterfangen ist alles andere als legal und ruft bald die Mitglieder einer ortsansässigen Kameradschaft auf den Plan, die ihre »national befreite Zone« gefährdet sehen. Auch in der Berliner Lokalpolitik bleibt das Projekt nicht unbemerkt, und bald droht seiner Komplizin, der Bezirksbürgermeisterin von Friedrichshain-Kreuzberg, das Ende ihrer Karriere. Peter S. Kaspars Roman ist eine spannende Parabel auf die deutsche Flüchtlingspolitik und zugleich ein flammendes Plädoyer für mehr Menschlichkeit.

        In the dry season of 1966, a group of Nigerian soldiers, led by Chukwuma Kaduna Nzeogwu, an army major, staged a coup d’état that overthrew the elected government of Nigeria. They killed the Prime Minister, Alhaji Abubakar Tafawa Balewa and some other high-ranking government officials. One thing led to another, and led by Chukwuemeka Odumegwu Ojukwu, an army officer, the Eastern Region of Nigeria declared itself an independent Republic of Biafra. In the rainy season of 1967, a civil war broke out between Nigeria and Biafra. An estimated one million people died in the war, mostly from hunger, starvation and sundry privations. The war severely affected Ikpe Annang, where the author grew up. From a serene, rich and natural African clan, complete with its rich culture and tradition, which the author has taken time to describe, it was reduced to an unrecognizable physical and cultural rubble at the end of the war.  This is the story of how the author survived the Nigerian-Biafra war as a child on the war front that his once serene village had become. He had very close calls, lost his playmates to death and was subjected to serious psychological trauma as a result. The story is captured in blood-chilling and captivating details by the author of this book. Reading like a Nollywood movie, it is at once interesting and heart-rending. It is a true account of the Nigerian civil war, told from the eyes of a child in such an innocent and real manner that it can make you laugh at times and cry at other times. It makes an interesting read and could be useful as research or reference material for both students and others interested in African anthropology and local culture. It is written in excellent, flowing prose, which displays creative writing at its best. It is also a good study material for literary studies and stylistics students.
