        This book assesses the regional territorial impact of the EU's Common Agricultural Policy (CAP) and Rural Development Policy (RDP), asking the question of how far these are compatible with objectives of territorial cohesion across the enlarged European Union. It considers both the incidence of CAP expenditure and producer subsidy equivalents across NUTS3 regions, and the impact of current CAP reforms, through detailed statistical analysis and case studies. It also assesses how far the CAP is consistent with the goals of European Union policy, as set out in the European Spatial Development Perspective. It concludes with proposals for policy reform and attempts to highlight good practice in rural development.

        China is emerging as an agribusiness giant. Domestic reforms and the readmission of China to GATT will integrate rapidly the massive Chinese agribusiness sector into international markets. China has already become a dominant player in world wool markets. Developments in relation to wool, therefore, are a harbinger of what is likely to happen in regard to many other agribusiness commodities. This book, published in collaboration with the Australian Centre for International Agricultural Research (ACIAR), provides a detailed analysis of how the Chinese are reforming their wool marketing system. Wool is grown mainly by people of minority nationalities who are among the poorest in China and who live in the environmentally fragile pastoral region. As a result, wool markets have an impact on social, environmental and developmental issues as well as being of major relevance to China’s strategic and trade interests. This book, therefore, is concerned with many of the most difficult issues confronting Chinese society and its interaction with the world community. By examining these aspects of contemporary China through the case of wool, the authors provide first hand insights into the detailed impact of the economic reform process on particular social groups and institutions. Most of the earlier literature on economic reforms in China has concentrated on general economic reforms and sector-wide or industry-wide effects.

        Devolution and constitutional change in Northern Ireland

The volume brings together researchers from the Economic and Social Research Council's (ESRC) 'Devolution and Constitutional Change' Programme and other experts to record four key perspectives on Northern Ireland. First, it considers the inextricable link between devolution and constitutional developments. Second, it examines how the main political parties responded to devolution and the major challenges faced by society in moving beyond conflict (such as political symbolism, the role of women, equality and human rights issues). Third, it attempts to assess some of the workings of devolved government in its short-lived form or those seeded in devolution and carried on by direct rule ministers. Finally, Northern Irelands devolved government and associated institutions are located within the wider relationships with Westminster, the Republic of Ireland and Europe. This edited volume will be of interest to students of Irish politics and public policy, but more generally, from a comparative perspective, those with an interest in devolution and constitutional change. It may even assist politicians in Northern Ireland to reflect on the real potential to restore its devolved institutions and draw back from the brink of permanently copper-fastening 'direct rule' from Westminster.
