Trade unions, the Conservative Party and the failure of the Industrial Relations Act 1971

Providing fresh insights from the archival record, Who governs Britain? revisits the 1970-74 Conservative government to explain why the Party tried - and failed - to reform the system of industrial relations. Designed to tackle Britain's strike problem and perceived disorder in collective bargaining, the Industrial Relations Act 1971 established a formal legal framework to counteract trade union power. As the state attempted to disengage from and 'depoliticise' collective bargaining practices, trade union leaders and employers were instructed to discipline industry. In just three-and-a-half years, the Act contributed to a crisis of the British state as industrial unrest engulfed industry and risked undermining the rule of law. Warner explores the power dynamics, strategic errors and industrial battles that destroyed this attempt to tame trade unions and ultimately brought down a government, and that shape Conservative attitudes towards trade unions to this day.

1970 begann Siegfried Unseld die Chronik – er notierte Ereignisse aus dem Verlagsalltag, Abenteuer mit den Autoren und Auseinandersetzungen mit der Öffentlichkeit. Im Jahr 1971 war er mit ganz spezifischen Herausforderungen konfrontiert. Nach dem Tod von Bertolt Brechts Witwe Helene Weigel galt es, den Zugriff der DDR-Regierung auf die Weltrechte an dessen Werk zu verhindern; die ersten Monate des Jahres standen im Zeichen der Lesereise Ingeborg Bachmanns mit ihrem ersten erfolgreichen Roman Malina, im September erschienen mit einem Schlag die ersten 20 Bände der suhrkamp taschenbücher, die es bei Buchhandel, Kritik und Lesern durchzusetzen galt. Siegfried Unseld bewies in all diesen Verwicklungen seine Doppelkapazitäten zur Streßresistenz und Simultankompetenz. Die Zeitschrift konkret, die damals auf ihre »linken« Ambitionen Wert legte, nannte ihn: »den Haifisch unter den Geschäftemachern in Sachen Literatur«. Siegfried Unseld seinerseits notiert gelassen: »Was ist die Erfahrung? Das machen, was man für richtig hält. Es gibt keine richtige Verlagsarbeit bei falschen Vorstellungen.«

During the crucial period between the Second Civil War and the establishment of the English Republic, when he served as official pamphleteer of the Parliament and the republican government, Ascham put forward a complex argument in support of Parliament's claims for obedience which drew on the political thought of Grotius, Hobbes, Selden, Filmer and Machiavelli. He combined ideas taken from these authors and turned them into a powerful instrument of propaganda to be deployed in the service of the political agenda of his Independent patrons in Parliament. Peter Weiss wurde am 8. November 1916 in Nowawes bei Berlin geboren und starb am 10. Mai 1982 in Stockholm. Zwischen 1918 und 1929 lebte er in Bremen, wo er das Gymnasium besuchte. 1929 kehrte die Familie Weiss nach Berlin zurück, musste jedoch 1934 emigrieren. Die erste Station bildete London, darauf folgte 1936 die SR. In diesen Jahren widmete sich Peter Weiss vorwiegend der Malerei – 1937/1938 studierte er Malerei an der Kunstakademie in Prag. In dieser Zeit besuchte er Hermann Hesse während zweier längerer Aufenthalte in der Schweiz. Die dritte und letzte Emigrationsstation bildete 1939 Schweden, wo Peter Weiss zunächst in Alingsås, ab 1940 in Stockholm wohnte. Hier setzte er seine Tätigkeit als Maler fort. 1947 hielt er sich als Korrespondent einer schwedischen Tagesszeitung in Berlin auf. Seine Artikel versammelte er 1948 zu seiner ersten Buchpublikation. Der Band erschien posthum 1985 unter dem Titel Die Besiegten. Ab diesem Zeitraum entstanden, in schwedischer Sprache, die ersten Prosaarbeiten, Gedichte, und Dramen. Zu den wichtigsten Erzählungen aus dieser Schaffensperiode zählen Die Situation aus dem Jahre 1956 sowie das 1980 unter dem Autorenpseudonym Sinclair veröffentlichte Buch Der Fremde. Keines seiner Manuskripte wurde jedoch von einem schwedischen Verlag zur Publikation angenommen. Mitte der fünfziger Jahre begann Peter Weiss in deutscher Sprache zu schreiben. 1960 erschien sein erstes Prosabuch Der Schatten des Körpers des Kutschers. Zu Beginn der siebziger Jahre wand sich Peter Weiss wieder der Prosa zu. Zwischen 1975 und 1981 erschien der dreibändige Roman Die Ästhetik des Widerstands, deren letzter Band begleitet wird von Notizbücher 1971 – 1980. Ihm wurde posthum der Georg-Büchner-Preis für das Jahr 1982 zuerkannt.

Scale insects feed on plant juices and can easily be transported to new countries on live plants. They sometimes become invasive pests, costing billions of dollars in damage to crops worldwide annually, and farmers try to control them with toxic pesticides, risking environmental damage. Fortunately, scale insects are highly susceptible to control by natural enemies so biological control is possible. They have unique genetic systems, unusual metamorphosis, a broad spectrum of essential symbionts, and some are sources of commercial products like red dyes, shellac and wax. There is, therefore, wide interest in these unusual, destructive, beneficial, and abundant insects. The Encyclopedia of Scale Insect Pests is the most comprehensive work on worldwide scale insect pests, providing detailed coverage of the most important species (230 species in 26 families, 36% of the species known). Advice is provided on collection, preservation, slide-mounting, vouchering, and labelling of specimens, fully illustrated with colour photographs, diagrams and drawings. Pest species are presented in two informal groups of families, the 'primitive' Archaeococcids followed by the more 'advanced' Neococcids, covered in phylogenetic order. Each family is illustrated and diagnosed based on features of live and slide-mounted specimens, with information on numbers of genera and species, main hosts, distribution, and biology. For the important pest species, coverage includes information on the morphology of live and slide-mounted specimens, common names, principal synonyms, geographical distribution, plant hosts, plant damage and economic impact, reproductive biology, dispersal, and management strategies including biological, cultural and chemical control, sterile insect techniques, regulatory control, early warning systems and field monitoring. An additional complete list of scale insect pests worldwide is provided, comprising 642 species in 28 scale insect families (about 8% of the 8396 species of living scales known), with information on plant hosts, geographical distribution and validation sources. Beneficial uses of scale insects as sources of red dyes, natural resins and waxes, as agents for invasive weed control. The importance of their honeydew to bees for making honey, and as a food source to other animals, are included. Academic researchers, students, entomologists, pest management officials in agribusiness or government including plant quarantine identifiers, extensionists, farmers, field scientists and ecologists will all benefit from this book.
