The vision of the Ukrainian history dominant in the Russian Empire and in the Soviet Union focused exclusively on the heroic Cossacks and disenfranchised peasants. There was no room in it for the local elites: the Ukrainian aristocracy (szlachta) of the Polish-Lithuanian Commonwealth. As the result of this biased perspective, Ukrainians to this day know very little about the life of those people. This book invites the readers to take a closer look at the Ukrainian aristocracy. This introduction is done in a somewhat unusual form, through true anecdotes from the life of aristocracy gleaned from court records and other sources from the time. We get glimpses of the elites not only in their best garbs but also in their well-worn home clothes. The book brings together 105 brief chapters that describe how these people saw themselves, how they fought and made peace, how they fell in love and got married, how unwavering they were in the defense of their rights in court. Last not least, these essays explore whether the Ukrainian elites were mere extras and viewers in history or its active makers, resolute and strong in their insistence on defending and expanding their rights and freedoms.

Australia and the project of empire, 1867-1914

From the late 1800s to the early 1900s, Australian settler colonists mobilised their unique settler experiences to develop their own vision of what 'empire' was and could be. Reinterpreting their histories and attempting to divine their futures with a much heavier concentration on racialized visions of humanity, white Australian settlers came to believe that their whiteness as well as their Britishness qualified them for an equal voice in the running of Britain's imperial project. Through asserting their case, many soon claimed that, as newly minted citizens of a progressive and exemplary Australian Commonwealth, white settlers such as themselves were actually better suited to the modern task of empire. Such a settler political cosmology with empire at its center ultimately led Australians to claim an empire of their own in the Pacific Islands, complete with its own, unique imperial governmentality.

Local government today provides a comprehensive analysis of the structure, finance, management and democratic framework for local government in Britain. This new edition has been substantially rewritten to encompass the many changes to the structure and function of the system since 2000, including developments flowing from the 2007 Local Government Act. The study discusses how, during the Blair years, local governments came to be seen once again as centrally important institutions within Britain's political system. However, they are not seen as organisations that can function as separate agencies, undertaking all their duties 'in-house'. They are now required to work in partnership with the private, public and voluntary sectors to deliver local services and represent local interests. During the 1990s, the structure of local government in Scotland and Wales was completely reorganised by Acts of Parliament. Under other legislation, and in response to recommendations from the Local Government Commission, there was a partial reorganisation in shire England. This is the only study which examines these reforms in one volume. Running through this study is the contrast between the rhetoric used to justify replacing counties and districts by new unitary authorities and the realities of local government. The book reviews the reasons for the reforms, the processes and outcomes in the three countries, and the nature of the evidence which was available for the advantages and disadvantages of reorganisation. Two chapters compare the prior assessments with the actuality, and the final chapter discusses some important lessons for national governance. This is the only study written by someone who was directly involved in the structural review, as a member of the Local Government Commission, and it combines this special experience with a wealth of information from many sources. The book will be a key text for teachers and students of local government and also important for those studying public administration, government and politics at the second or third year undergraduate level. Back in 2014, Russia illegally annexed Crimea from Ukraine, bolstered a separatist conflict in the Donbas region, and attacked Ukraine with units of its regular army and special forces. In each instance of Russian aggression, the U.S. response has often been criticized as inadequate, insufficient, or hesitant. The Moscow Factor: U.S. Policy toward Sovereign Ukraine and the Kremlin is a unique study that examines four key Ukraine-related policy decisions across two Republican and two Democratic U.S. administrations. Author Eugene M. Fishel asks whether, how, and under what circumstances Washington has considered Ukraine’s status as a sovereign nation in its decision-making regarding relations with Moscow. This study situates the stance of the United States toward Ukraine in the broader context of international relations. It fills an important lacuna in existing scholarship and policy discourse by focusing on the complex trilateral—rather than simply bilateral—dynamics among the U.S., Ukraine, and Russia, in 1991–2016.
