Risk, anxiety and moral panic in South Africa

Risk, anxiety and moral panic are endemic to contemporary societies and media forms. How do these phenomena manifest in a place like South Africa, which features heightened insecurity, deep inequality and accelerated social change? What happens when cultures of fear intersect with pervasive systems of gender, race and class? Worrier state investigates four case studies in which fear and anxiety appear in radically different ways: the far right myth of 'white genocide'; so-called 'Satanist' murders of young women; an urban legend about township crime; and social theories about safety and goodness in the suburbs. Falkof foregrounds the significance of emotion as a socio-political force, emphasising South Africa's imbrication within globalised conditions of anxiety and thus its fundamental and often-ignored hypermodernity. The research of pandemics, epidemics, and pathogens like COVID-19 reaches far beyond the scope of biomedicine. It is not only an objective for the health, political and social sciences, but epidemics and pandemics are a matter of geography: foci and vectors of communicable diseases continue to test the efficacy of medical control at state borders. This volume illuminates these issues from various disciplinary viewpoints. It starts by exploring historical models of quarantine, spatial isolation and detention as precautionary means against the dissemination of disease and contagion by border crossers, migrants and refugees. Besides the patterns of prejudice with which these groups are confronted, the book also deals with various kinds of fear of contamination from outside of the nation state. The contributors address the implementation of medical techniques at state borders in the twentieth and early twenty-first centuries, as well as the presently practiced measures of medical and biometric screening of migrants and refugees. Uniquely, this volume shows that the current border security regimes of Western states exhibit a high share of medicalised techniques of power, which originate both in European modernity and in the medical and biological disciplines developed during the last quarter of the millennium. Drawing on the collective expertise of a network of international researchers, this interdisciplinary volume is essential reading for those wishing to understand the medicalisation of borders across the globe, from the early eighteenth century up to the present day.

This book explores how different publics make sense of and evaluate anti-terrorism powers within the UK, and the implications of this for citizenship and security. Drawing on primary empirical research, the book argues that whilst white individuals are not unconcerned about the effects of anti-terrorism, ethnic minority citizens (including, but not only those identifying as Muslim) believe that anti-terrorism powers have impacted negatively on their citizenship and security. This book thus offers the first systematic engagement with 'vernacular' or 'everyday' understandings of anti-terrorism policy, citizenship and security. It argues that while transformations in anti-terrorism frameworks impact on public experiences of security and citizenship, they do not do so in a uniform, homogeneous, or predictable manner. At the same time, public understandings and expectations of security and citizenship themselves shape how developments in anti-terrorism frameworks are discussed and evaluated. The Spanish State's illicit war with ETA

Between 1983 and 1987, mercenaries adopting the pseudonym GAL (Grupos Antiterroristas de Liberación, Antiterrorist Liberation Group) paid by the Spanish treasury and relying upon national intelligence support were at war with the Basque militant group ETA (Euskadi (e)Ta Askatasuna, Basque Country and Freedom). Over four years, their campaign of extrajudicial assassinations spanned the French-Spanish border. Nearly thirty people were killed in a campaign comprised of torture, kidnapping, bombing and the assassination of suspected ETA activists and Basque refugees. This establishment of unofficial counterterrorist squads by a Spanish Government was a blatant detour from legality. It was also a rare case in Europe where no less than fourteen high-ranking Spanish police officers and senior government officials, including the Minister of Interior himself, were eventually arrested and condemned for counter-terrorism wrongdoings and illiberal practices. Thirty years later, this campaign of intimidation, coercion and targeted killings continues to grip Spain. The GAL affair was not only a serious example of a major departure from accepted liberal democratic constitutional principles of law and order, but also a brutal campaign that postponed by decades the possibility of a political solution for the Basque conflict. Counter-terror by proxy uncovers why and how a democratic government in a liberal society turned to a 'dirty war' and went down the route of illegal and extrajudicial killing actions. It offers a fuller examination of the long-term implications of the use of unorthodox counter-terrorist strategies in a liberal democracy.

This volume examines the underlying foundations on which the European Union's counter-terrorism and police co-operation policies have been built since the inception of the Treaty on European Union, questioning both the effectiveness and legitimacy of the EU's efforts in these two critically important security areas. Given the importance of such developments to the wider credibility of the EU as a security actor, this volume adopts a more structured analysis of key stages of the implementation process. These include the establishment of objectives, both at the wider level of internal security co-operation and in terms of both counter-terrorism and policing, particularly in relation to the European Police Office, the nature of information exchange and the 'value added' by legislative and operational developments at the European level. It also offers a more accurate appraisal of the official characterisation of the terrorist threat within the EU as a 'matter of common concern'. In doing so, not only does it raise important questions about the utility of the European level for organising internal security co-operation, but it also provides a more comprehensive assessment of the EU's activities throughout the lifetime of the Third Pillar, placing in a wider and more realistic context the EU's reaction to the events of 11 September 2001 and the greater prominence of Islamist terrorism. ;
